Just look at the former East Germany. Countries spy on each other, we know that. But when a country starts to spy on its own citizens, it’s really about control, and authoritarianism, and squashing dissent. And to make people feel that they are at risk to engage in any kind of activity that is perceived as dissenting by the government.
